The Bereavement Authority of Ontario (BAO) is a not-for-profit corporation that was incorporated in Ontario on July 24, 2014. The BAO’s first year of operations was in 2016 following the merger between the Board of Funeral Services and the Cemeteries Regulations Unit. Since then, the organization has focused on establishing itself as a new, merged regulator for the whole of the bereavement sector.

As a government delegated administrative authority (“DAA”), the BAO is responsible for the administration of provisions of the Funeral, Burial and Cremation Services Act, 2002 (“FBCSA”) on behalf of the Ministry of Public and Business Service Delivery (formerly Ministry of Government and Consumer Services).

Responsible for protection of the public interest, the BAO regulates and supports the compliance of licensed:

  • Funeral establishment operators, directors and preplanners;
  • Cemetery, crematorium, and alternative disposition operators;
  • Transfer service operators; and
  • Bereavement sector sales representatives across Ontario.

Reporting to the BAO Board of Directors, the CEO/Registrar will lead the organization’s dual mandate of consumer protection and regulatory compliance while supporting the Board in its oversight role and the development of its Strategic Plan and its effective and measurable implementation. The CEO/Registrar is responsible for leading the organization’s development and managing its reputation and stakeholder relationships both internally and externally to instil public and government confidence. This includes stewardship of a high-performance organization, evaluating and managing risks, and establishing and maintaining effective relationships to achieve the organization’s public interest objectives.

The ideal candidate is an experienced and strategic C-suite leader with regulatory experience who has led an organization through the development and implementation of a strong business strategy, culture, performance measures, operational controls and reporting procedures and practices. They bring 10+ years of proven and progressive operational and leadership experience, and ideally have strong regulatory experience with an ability to interpret and influence legislation to strengthen regulation.
