Notice to the Consumer, and Notice of Proposal to Refuse to Renew Funeral Director Licence and Funeral Establishment Licence of Covenant Funeral Homes in Toronto

Update – June 7, 2023 — Notice to the Consumer – In January of 2023, the Bereavement Authority of Ontario issued a Notice of Proposal to Refuse to Renew the licences of:
– Luann M. H. Jones, Funeral Director;
– Covenant Funeral Homes Inc., 2505 Eglinton Ave. E., Toronto (Scarborough)

Today (Jan. 27, 2023), the Registrar, Funeral, Burial and Cremation Services Act, 2002 (FBCSA) issued a Notice of Proposal to Refuse to Renew the licences of:

  • Luann M. H. Jones (Funeral Director – Class 1 Licence #203000) and;
  • Covenant Funeral Homes Inc. (Funeral Establishment Operator Licence #1203).

Luann M. H. Jones is the sole owner and manager of Covenant Funeral Homes Inc., operating at 2505 Eglinton Ave. E., Toronto.

The intention and objective of the FBCSA is to protect the public interest. In doing so, the FBCSA requires that licensees be responsible in the conduct of business and that they carry on business in accordance with the law and with integrity. The Registrar has reasons to believe that the conduct of the licensee is inconsistent with the intention and objective of the FBCSA.

Appeals process

Licensees are entitled to appeal Registrar’s proposals to suspend, revoke, refuse to renew licences or apply licence conditions by requesting a hearing with the Licence Appeal Tribunal within 15 days of receiving a notice of proposal. The tribunal would then determine whether the BAO’s order should stand.

If the licensees do not request a hearing with the Licence Appeal Tribunal, the BAO will carry out the proposal.
