
Richmond Hill Cemetery Inc.’s operator licence has been suspended and a manager appointed
On May 14, 2026, the Registrar under the Funeral, Burial and Cremation Services Act, 2002 (FBCSA) issued an Immediate Suspension Order to the licensed operator of Richmond Hill Cemetery Inc., pursuant to section 19 of the FBCSA.
Further to this, effective May 14, 2026, and pursuant to subsection 17 (2) of the FBCSA, a Supplementary Notice of Proposal – Further and Other Particulars setting out information discovered subsequent to the Notice of Proposal to Revoke was served on Richmond Hill Cemetery Inc.
Pursuant to section 25 of the FBCSA, Ontario Corporation number 1765321-2, operating as Eagle Ridge Cemetery, has been appointed to as the manager of day-to-day operations at Richmond Hill Cemetery, located at 1100 Bethesda Road in Richmond Hill, Ontario.
Ontario Corporation number 1765321-2 shall exercise the role of manager until the appointment is cancelled in accordance with the prescribed terms under the FBCSA. Until then, cemetery operations will continue under Ontario Corporation number 1765321-2.
Background
On April 16, 2026, the Registrar issued a Notice of Proposal to Revoke the licence of Richmond Hill Cemetery Inc. (the Licensee) stating that:
- The Licensee is in contravention of the FBCSA or the regulations contrary to clause 14 (1) (a) (i) of the FBCSA;
- The Licensee is a corporation, and past conduct of a director of the corporation or of an interested person in respect of the Licensee, affords reasonable grounds for belief that its business will not be carried on in accordance with the law and with integrity and honesty, contrary to clause 14 (1) (c) (i) of the FBCSA; and,
- The Licensee is in breach of a condition of licence contrary to clause 14 (1) (h) of the FBCSA.
Right to a hearing
The Order takes effect immediately and expires 15 days after a written request from Richmond Hill Cemetery Inc. for a hearing is received by the Licence Appeal Tribunal (should Richmond Hill Cemetery Inc. request a hearing).

- Cemetery, crematorium and alternative disposition operators;
- Transfer service operators; and
- Bereavement sector sales representatives across Ontario.
The BAO is wholly funded by licensee fees (not tax dollars).
