
Notice of Proposal to Revoke the licence of Richmond Hill Cemetery Inc.
The Registrar of the Funeral, Burial and Cremation Services Act, 2002 (the Act) is proposing to revoke the licence of Richmond Hill Cemetery Inc. for acting in contravention of the Act.
In the Registrar’s opinion, Richmond Hill Cemetery Inc. (the Licensee) is not entitled to licensure because:
- The Licensee is in contravention of the Act or the regulations contrary to clause 14 (1) (a) (i) of the Act;
- The Licensee is a corporation, and past conduct of a director of the corporation or of an interested person in respect of the Licensee, affords reasonable grounds for belief that its business will not be carried on in accordance with the law and with integrity and honesty, contrary to clause 14 (1) (c) (i) of the Act; and,
- The Licensee is in breach of a condition of licence contrary to clause 14 (1) (h) of the Act.
Right to a hearing
As per the Act, a licensee is entitled to a hearing by the Licence Appeal Tribunal concerning a proposal by the Registrar to revoke a licence if the applicant or licensee mails or delivers, within 15 days after service of the notice, a written request for a hearing to the Registrar and to the Tribunal.

Accountable to the Minister of Public and Business Service Delivery and Procurement and the government, the BAO is responsible for the protection of the public interest. The BAO regulates, ensures compliance with the law, provides resources and services to licensed:
- Funeral establishment operators, directors and preplanners;
- Cemetery, crematorium and alternative disposition operators;
- Transfer service operators; and
- Bereavement sector sales representatives across Ontario.
The BAO is wholly funded by licensee fees (not tax dollars).
