
Registrar issues Notice of Proposal to Revoke the licence of a Funeral Director – Class 1
Update — Dec. 12, 2025 — The window to file an appeal to the Registrar’s proposal has closed. The proposal was uncontested. Registrar has carried out the proposal to revoke Ms. Allison’s licence on December 11, 2025.
The Registrar, of the Funeral, Burial and Cremation Services Act, 2002 (the Act), has issued a Notice of Proposal to Revoke the Funeral Director – Class 1 licence of Melissa Allison.
The Registrar has alleged that Ms. Allison is in contravention of the Act, and that she is not entitled to licensure because her past conduct affords reasonable grounds for belief that she will not carry on business in accordance with the law and her conduct does not meet the test for licensure under the Act.
Ms. Allison was served with the notice on November 19, 2025. To date, no Notice of Appeal has been served on the Registrar.
About the BAO
The Bereavement Authority of Ontario (BAO) is a government delegated authority and not-for-profit corporation administering provisions of the Funeral, Burial and Cremation Services Act, 2002 (FBCSA). Accountable to the Minister of Public and Business Service Delivery and Procurement and the government, the BAO is responsible for the protection of the public interest. The BAO regulates, ensures compliance with the law, provides resources and services to licensed:
- Funeral establishment operators, directors and preplanners;
- Cemetery, crematorium and alternative disposition operators;
- Transfer service operators; and
- Bereavement sector sales representatives across Ontario.
The BAO is wholly funded by licensee fees (not tax dollars).
