Registrar issues Notice of Proposal to Revoke the licence of a transfer service in Richmond Hill

The Registrar, of the Funeral, Burial and Cremation Services Act, 2002 (the Act), has issued a Notice of Proposal to Revoke the licences of Muhammad Imran Shaban and Direct Transfers Inc., in Richmond Hill.

The Registrar has alleged that Mr. Shaban, and his Transfer Service are in contravention of the Act, and his past conduct disentitles him for licensure.

Mr. Shaban has filed an appeal with the Licence Appeal Tribunal (LAT). Dates for a LAT hearing have yet to be set.

Transfer service operators, who are licensed by the Bereavement Authority of Ontario, transport deceased human bodies and fill out necessary documentation relevant to the disposition of the bodies.

The Bereavement Authority of Ontario (BAO) is a government delegated authority and not-for-profit corporation administering provisions of the Funeral, Burial and Cremation Services Act, 2002 (FBCSA). Accountable to the Minister of Public and Business Service Delivery and Procurement and the government, the BAO is responsible for the protection of the public interest. The BAO regulates, ensures compliance with the law, provides resources and services to licensed:

  • Funeral establishment operators, directors and preplanners;
  • Cemetery, crematorium and alternative disposition operators;
  • Transfer service operators; and
  • Bereavement sector sales representatives across Ontario.

The BAO is wholly funded by licensee fees (not tax dollars).
