Notice to Cemetery, Crematorium and Hydrolysis Licensees: Online portal is now open to renew your operator licence and submit your Care & Maintenance report

Dear cemetery, crematorium and/or hydrolysis operators, 

We wish you a happy, healthy and peaceful new year. This notice is to advise you that licence renewal time is upon us again, and our portal is open for you to submit your Annual Licensure Report (ALR or also known as Form 1) and if applicable, your Care & Maintenance Report (C&M Report or also known as Form 2).  

Submission deadlines: 

ALR: You must renew your operator licence by its expiry date of March 31st, 2024. 

Report on Care & Maintenance Fund/Account: You must submit this report within three months after your fiscal year end, for EACH fund or account holding C&M trust funds. Exception: If your total C&M funds exceed $500,000 or you operate a funeral establishment on one or more of your cemeteries, you are required to submit an audited financial statement for the C&M Fund within six months of your fiscal year end; if this applies to you, you may submit your C&M Report(s) at the same time as your audit. 

How to access the online portal: 

  • Go to our website at thebao.ca.  
  • In the top right corner of our main page, click on “Licensee Login.”  
  • If you are a First Time Visitor, click on the link near the bottom of the page to obtain a password. On the First Time Visitor page,   
  • Leave the “Personal Licence Number” field blank. 
  • Enter your “Organization Licence Number” which is your seven-digit main organization number (also known as the “licensed operator number”).   
  • Enter your last name. 
  • Enter your email address that we have registered in our system.    
  • You will be prompted to enter either your mobile phone number or your email address, to which a verification code will be sent. Click on “Send Verification Code,” then enter the verification code you receive, in the field provided. 
  • Then, you will be prompted to create your own password.   
  • Click “I Accept” for the Usage Agreement and click on “Finish.” 
  • Once back at the Member Portal for Licensed Professionals,   
  • For your “Username,” enter your email address.   
  • Enter your new password.  
  • Click on “Login.” 
  • Select “Cemetery, Crematorium and Alternative Disposition (Hydrolysis) Operator renewals.” 

Follow the steps indicated to submit your ALR and then your C&M Report(s).

Licence renewal fee: 

As per a previous BAO notice, on July 1, 2023, the BAO increased its operator licensing renewal fees to $30 per interment, scattering, cremation, hydrolysis and death registration, including those under social services programs. Exception: As in previous years, if you conducted less than 10 interments and/or scatterings in total in your cemetery(ies), the licensing renewal fee is waived, but you must still send in your completed ALR form.  

For this renewal period, the licensing renewal fee will be a combination of the previous year’s fees ($17.04 base fee, plus $13.63 per burial/cremation activity conducted in the first half of the 2023 calendar year) and the new fees that became effective on July 1, 2023 ($30 per activity conducted in the second half of the calendar year). For cemetery operators that have a total of less than 10 activities: You will notice that after having entered zero activities for both time periods, it will appear that you owe $17.04, as underlined in red in the below screenshot from the online renewal form. Please ignore this total and instead refer to the Payment Amount shown in the yellow-highlighted section. Select “Cheque” as your “Payment Type” and then click on “Submit and Pay.”
